Head Slap, What's Latest Rule?

TX Mike, Twice this week, in collegiate games we saw a definsive lineman head slap the QB who was manuvering in close quarters. One head slap was so hard to the area just above the mask that that QB was knocked completely backwards. It was a "no call".

What is the rule that we in Texas H.S. & Colleges use for that? - - - It used to be an infraction.

Then : I see in the 2007 NCAA Football Rules Rule 9
Atticle 2a that it is an infraction. Is it called this year?

If you judge the head was deliberately hit then you should flag. Problem is that when the QB is still a runner, you have to give the defense some leeway as they try to tackle him. Sometimes the hand hits the helmet but it was not a deliberate strike.
