How come nobody runs the old "Starburst" kick return any more? I guess part of it is that some schools now are doing the "lob" kicks, where they kick the ball toward the sideline on about the 20-30 yard line.

It's still around. I've seen it once or twice.
It's a trick play, not all coaches will run trick plays, especially on kickoffs. Obviously a pooch kid makes the Starburst KOR null and void, but you'd like to think your intermediate and deep guys could figure out what to do when it's pooched. Might have trouble with your blocking on the front five, but I don't think a pooch kick is what keeps the Starburst off the field.
If you don't see it as much as you used to, it might just be that coaches have gotten caught up in other tricks.
