The Rules Committee meets in mid-Feb They will put out a press release at the end of it with the major changes. But then they have to go to the Playing Rules Oversight Panel for final approval. Those that make it through will be published in teh rulebook which we should see by early JunR there any new 2011
rules being entered?

The rulebooks have been published. This is the probably the greatest number of changes we have seen in over 10 years. Many of them will not be pleasing to the defenses.
Thanks TXMike..I know in the Pros...the overtime/sudden death ruling has been 'updated!'
A few of them:
Unsportsmanlike conduct that happens while the ball is live is now penalized as a live ball foul. Ex: Runner is in the open clearly going to score a TD. He starts goose stepping at the 5 yard line. The TD will not count and the 15 yards will be assessed from the 5.
QB can intentionally ground the ball just by throwing it near a receiver even if the receiver is in no position to catch the pass.
Defense cannot go low against anyone except the ball carrier after the ball has gone 5 yards downfield.
Even if the passer throws an illegal forward pass, if he is roughed it is roughing the passer
When trying to block a FG or extra point kick, 3 or more defenders cannot "gang up" on one blocker
All offensive linemen are permitted to lock legs

So, as an example, a pass is completed to a receiver (say, a WR screen). If the guy has "lead blockers" out in front of him, the defender can't go low to take out the lead blocker once the receiver has gone 5 yards upfield?
Or if a qb pitches wide, and the RB has a lead blocker out front, a defender can't go low once the back is 5 yds upfield?
Is that right?
What's the penalty for this? Is it a 5 yard, automatic 1st down type of thing? Or is it a 15 yd spot foul and a 1st down, or what?

So it can happen offensively too??
But if it happens defensively, and the play goes for a touchdown, is it enforced on the kickoff?

There can be blocking below the waist fouls called against either team. The difference is that each team has different restrictions as to when and where they can block below teh waist. If the offense violates their restrictions it is a personal foul enforced just like clipping.So it can happen offensively too??
But if it happens defensively, and the play goes for a touchdown, is it enforced on the kickoff?
Personal fouls DO carry over so could be enforced on KO or try.

1st one is a rule that I agree with my dad on. They're high school kids. Let 'em celebrate a little bit. I get that the players need to learn sportsmanship (something that's dying in college and the pros), but still... let 'em have some fun and celebrate scores.
2nd one I thought was already a rule.
3rd one I suppose makes sense for player safety.
4th I thought was already a rule.

We were once HS kids and scored TD's. I don't recall the need to celebrate so I could "have a little fun".1st one is a rule that I agree with my dad on. They're high school kids. 2d one was (and still is) the rule in NFL but not in our game
3d That is the reason for the change (safety)
4th Nope Not the rule until now. You just do not see it very often so will likely not see it now either
