South Panola should get a mention at least, public school with approx 1300 students. 9 state titles and 4 state runner ups since 1993. 132-3 record since '02. no transfers
Every school gets transfers. Nevertheless, whether a school is public/private, it's enrollment, or gets transfers is really not relevant to who has the best program if we are judgeing it simple by the quality of football. SP is certainly up there are far as their resume the last few years. And if we are talking public schools only you'd think it would be right up at the top with Trinity.

But the best was 1999 (and take this with consideration of well good they've been with much less talent along with the usual level of coaching and execution):

LG - Adam Thomas
C - Bill Heppler
RG - Derek Landri (Notre Dame, NFL - Ravens)
RT - Tosh Lupoi (Cal-Berkeley)
TE - Devin Cook (U.C. Davis)
WR - Kevin Fordon
WR - Demitrius Williams (Oregon, NFL-Ravens)
QB - Matt Gutierrez (Michigan/Idaho St., NFL-Patriots/Broncos)
RB - D.J. Williams (Miami, NFL-Broncos)
RB - Nathan Kirkham
Defense
LE - Joe Miklos (UNLV)
LT - Lupoi
RT - Heltsley
RE - Adam Cartwright (Iona)
OLB - Kirkham
ILB - D.J. Williams
ILB - Kevin Simon (Tennessee (All-SEC), NFL-Redskins)
OLB - R.J. Bisaha
CB - Favroth
CB - Dem. Williams
S - Fordon
Notable Backups
CB - Sean O'Hara (Eastern Washington)
WR/DB - Jonathan Tucker (2000 Team MVP, Florida, MLB-Orioles)
OT - Robin Meadow (Washington, NFL-Ravens)
OL - Rob Sandie (Lehigh)
3rd RB - Simon
3rd WR - Favroth
One additional note: The best player on the JV team was a freshman named Maurice Drew (later Maurice Jones-Drew).
bodyguard,
It's been pointed out by a guy on the 1998 team that Favroth went to Oregon on a full ride.
- So it's even more impressive when you add Favroth to Oregon on there!

Yes. For some reason I accidentally deleted that. In1999 Favoth, according to the broadcasters of the 1999 DLS/MD game, was the lone returning starter from a secondary that sent two (they start 3 in their standard 4-4-3 defense) to D-I programs. Atari Callan, who started at outside LB and was the star RB since his sophomore year, was also a high-major recruit as a DB and signed with Cal. Can;t think of a much better trio of LBs on the high school level than Callan, DJ Williams and Kevin Simon on the 1998 team. Favoth may have been the fastest player on both the 98 and 99 teams even though Callan and I believe DJ Williams were 100m finalists in the state meet. And Demitrius Williams may have been faster than all of them, he was a soph in 98 and was playing JV.

There was some pretty good talent at LB and in the secondary those years. I think the broadcaster might have shortchanged us too.
'98
CB- Reynard Carrie, Jr. Portland State
SS- Ben Tucker Portland State
FS- Shaun Eidson Brown University
SS/OLB Nick Walsh ASU (for baseball, ended up getting to AA ball in the minors)
In addition to the LB trio you mentioned for '98, Tag McCurdy was the third MLB on the team and got himself a ride to Cal after two years of JC ball.

All of the schools are excellent programs. Bosco has the advantage of playing in the weakest state but has done well in OOS, so I'm not taking anything away from them. STA does have the MNCs and the unblemished OOS record, but nobody would say that Trinity doesn't play in a much tougher league/class (if anything, just by virtue of that extra game at the end).
I'd go:
STA
Bosco
Trinity
DLS
Doesn't mean that I think Bosco would beat Trinity. I think the opposite, but Bosco deserves the props until Trinity puts up a 16-0 and a MNC.
Yes weakest state but the strongest league traditionally. And what is more important?
