When a lineman, T.E. or W.R. is blocking and he actually grabs two hand fulls of jersey initially and holds on while he is forcing the opponent backwards - AND the grasps by his hands are right under the chin of the opponent (within the shoulders) .....

In H.S. will that be flagged?

Depends on the ref. But if it is at the point of attack AND is deemed to significantly restrict the defender AND the defender is attempting to get through it AND it is seen, it should be flagged
