Is there a rule for this? I hope I make this understandable.

Team A scores a T.D. on a running play from the opponent's 5 yard line. But team A's
T.E. was blocking a L.B. in the end zone and contenued to block him hard clear out of the back of the end zone - it was a legal block.
The official counted the T.D. but penalized Team A on the ensuing kickoff 15 yards. They said it
was unneccesary roughness & was a deadball foul.
Any comment?

I'm guessing the TE continued contact with the LB after the play was whistled dead by a touchdown. :surrender:
