Accept Penaty and Refuse the Yardage?

In the New Maxico Bowl as they lined up for an extra point a penalty for offsides on the defense was called.
The ref said the kicking team accepted the penalty but refused the yardage.

This seemed to be the first time I ever heard that call. Was it in the rulebook?

Yes, you can accept a penalty but decline the yardage associated with it.

The case play you'll usually get is the defense holds the kicking team on an unsuccessful try, but the kicker is more comfortable at the previous distance. I didn't see that particular call, but I'm assuming they missed the try?

I have seen it used when the punting team shanked a punt. However, they were held on the play but did not want to take the 10 yards to give their punter a little more room to get the punt down inside the 20. I suppose it would also make sense if the kicking team committed a penalty during a punt, the return team wants another punt but does not want to back the punter up 10 yards.

I don't recall ever seeing accepted penalties, declined yardage, on a non-special team play.
