The Celina community is again facing difficult news involving one of the most recognizable names connected to its football program.
Former Celina head football coach and athletic director Bill Elliott has had his Texas educator certificate permanently revoked by the Texas Education Agency. He has also been placed on the state’s Do Not Hire Registry, which ends his ability to work as a certified educator in Texas public schools.
The TEA action stems from a former student’s allegation that Elliott sexually assaulted her during the 1994-95 school year after inviting her to his home. She also alleged that he later sexually harassed her at school and by phone. Celina ISD said it was notified on March 20 that Elliott surrendered his certificate in lieu of a TEA investigation. District officials also said they did not learn of the allegation until after his resignation had already been accepted.
Authorities have said no criminal case can move forward because the statute of limitations has expired. That means the matter was resolved through administrative action by the TEA rather than through a criminal court case.
The development comes only a few months after Elliott’s retirement in January. That retirement happened during the broader fallout from the separate criminal case involving his son, former district employee Caleb Elliott.
